VUCE: simplifying foreign trade in Uruguay

Need

Following the enactment of the law establishing it, VUCE joined the Uruguay XXI Investment and Export Promotion Institute. The IDB financed its development.

VUCE is a mechanism for simplifying foreign trade by optimizing and unifying data and documentation at a single point of entry through electronic means. It is used to comply with all import, export, and transit procedures.

Solution

VUCE’s build is a strategic project for Uruguay. The goal is to facilitate foreign trade by simplifying access to and management of all the procedures exporters and importers need to comply with.

In order to accomplish this, it was necessary to coordinate and integrate the different actors involved in foreign trade actions while maintaining strict design criteria. Not only was adequate infrastructure required, but also processes, technology, and people focused on making trade easier, saving time, and reducing costs. All agents involved in the operation were subject to this requirement.

This system aims to achieve 100% electronic foreign trade. By integrating controls that support decision-making, the one-stop window contributes to operations integration. At the same time, it offers traceability of all processes, allowing increased transparency through total access to information and services.
